Yonkers contracted as CM for the Cascades’ Bear Island containerboard mill Project in Virginia .
A $525 million conversion project to turn a former newsprint facility into a modern, 100% recycled containerboard operation. The converted mill now features a paper machine (PM 1) capable of producing about 465,000 short tons per year of lightweight, high-quality, 100% recycled containerboard.
At the height of the COVID-19 pandemic, the project team delivered a large-scale facility conversion under unprecedented constraints, with more than 500 workers onsite at peak manpower. The work required accelerated schedules, overlapping design and construction activities, and continuous adaptation to evolving public health guidance.
To maintain progress while protecting the workforce, the team implemented staggered shifts, enhanced site sanitation protocols, health screenings, and strict distancing measures. Supply chain disruptions and material shortages required proactive procurement strategies, early release packages, and real-time coordination with trade partners.
Digital collaboration tools, BIM coordination, and cloud-based reporting allowed field and office teams to communicate efficiently despite remote working conditions. Through disciplined planning, strong subcontractor partnerships, and a culture focused on safety and accountability, the project was delivered successfully during one of the most challenging periods in modern construction history.
